When I try to update Telerik Reporting using the Progress Control Panel, or uninstall my existing reporting, it aborts with an install error:
Product: Progress® Telerik® Reporting R1 2018 SP1 -- Error 1316. The specified account already exists.

Test uninstalling the old version with the tool that Microsoft provides for this purpose. After removing the old version you should be able to install the new one.

I tried that "troubleshooter" tool from Microsoft, but it failed. that "learn more" link is nothing more than a dead end. Any other solution?

Could you please provide an installation log from the uninstall try so we could investigate what is preventing uninstalling the product?

I just ran into this issue with R1 2020 SP1, The Windows App remover had the same problem.
To fix I did a Repair, which succeeded and then I was able to upgrade.
