Hello, Laurent.
Indeed, the switch component is not compatible with IE 9 and IE 10. The reason for that is in the layout -- building it, we used flexbox layout, which is not supported on IE 9 and only partially supported on IE 10.
With some tweaks, the switch can be made to work on IE 9 to some extent. For instance, there will be no animations when toggling the states -- instead the state will just "jump".

Hi Ivan,
It's quite annoying. As stated here (https://docs.telerik.com/kendo-ui/intro/supporting/browser-support), it should be IE9+ compatible.
How can you roll-out a new widget if it does not respect the basic base in terms of compatibility?
Regards.

Hi Laurent,
We will get back to you with regard to the reasons behind the decision to use the flexbox layout for the Switch and other components.

Laurent, I understand your frustration and we could make the switch mostly work in IE 9.
The reason why we did not consider IE support from the start is because the switch comes from our mobile suite and mobile browsers tend to be more capable than IE 9. The issue in question is related to flexbox layout, which IE 9 does not support.
I've logged and issue in our themes repo -- https://github.com/telerik/kendo-themes/issues/799.
